2007, Geneva: 13th Summer University on human rights

[Specialisation Programme in economic, social and cultural rights and the right to education.]

Among the international community the demand for training in the field of economic, social and cultural rights is increasing constantly. The Collège universitaire Henry Dunant offers a programme to respond to this need: the Specialisation Programme in Economic, Social and Cultural Rights and the Right to Education. The Summer University on human rights (SUHR) of the Henry Dunant University Collège (HDUC) has twelve years experience in this field. The specialising programmes the Summer University offers strive to improve the skills needed in the international protection of economic, social and cultural rights [Millennium Development Goals (MDG), Education For All (EFA)].

The Henry Dunant University College follows closely the evolution of the economic, social and cultural rights at the United Nations (general observations, special rapporteurs' reports and conclusions of working groups). HDUC-SUHR's teaching staff is comprised of experts from international organisations, university professors, diplomats and members of NGOs. The courses and the workshops are mostly held at the headquarters of international organisations in Geneva.

The training is realised in close collaboration with the Office of the High Commissioner for Human Rights and the UNESCO. Its programmes give the opportunity to take part in the sessions of human rights protection mechanisms like the Council of Human Rights, the Sub-Commission on the Promotion and Protection of Human Rights or the Committee on the Elimination of Racial Discrimination (CERD).

The training, which is given to a limited group of 40 participants, promotes diversity: different age and languages, diverse social origins, various cultural, religious and professional backgrounds and experience within the group itself. Finally, the aim of HDUC-SUHR’s sessions reach beyond mere training: they introduce the participants to a global human rights network comprised of hundreds of persons in 85 countries.

I. SPECIALISATION PROGRAMME IN ECONOMIC, SOCIAL AND CULTURAL RIGHTS AND THE RIGHT TO EDUCATION

The programme is comprised of two parts: the first is on-line and remote; the second is on site in Geneva. The whole course corresponds to about 290 hours of work. Course languages are English, French and Spanish.

This programme is focused on the implementation of human rights protection mechanisms and is especially addressed to human rights stakeholders like diplomats, government officials, magistrates, NGO members, journalists, teachers, etc.

ON-LINE REMOTE UNIT (80 hours). Self training on Internet with remote support by telephone and/or email. The aim of this first unit is to give participants the basic knowledge required for the subsequent training. Only candidates having passed the assessment on completion of this unit are admitted to Unit 2.

UNIT IN GENEVA (110 hours), from July 23th to August 5th 2006. Course organised in Geneva in collaboration with Boston University.

Module 1 Economic, social and cultural rights: international texts and mechanisms.
Workshop - simulation of the Committee on Economic, social and cultural rights.

Module 2 Cultural rights, intercultural issues and human rights.
Course - workshop.

Module 3 International humanitarian rights.
Course - workshop. In collaboration with the ICRC and the International Institute of Humanitarian Law.

Module 4 Right to education. Education for all (EFA). Governance and political dialogue in education.

Module 5 Sub-Commission on Human Rights / Committee for the elimination of racial discrimination.Top

On completion of unit 2, a Certificate of participation is given to those who have passed the knowledge assessment.

RESEARCH UNIT (100 hours)
Research phase. September 2006 - March 2007.

In order to obtain the Diploma from the Collège universitaire Henry Dunant-Summer University on Human Rights, participants will have to submit during the 2006-2007 academic year a 20 to 30 page dissertation on a human rights' theme they have chosen with the approval of a teacher.

PRACTICAL INFORMATION

Registration. The applications for both programmes (Specialisation Programme and Leadership Training Programme) must be sent to Collège universitaire Henry Dunant/ Summer University on Human Rights by way of the enclosed registration form either by post or by fax and should reach at the latest on April 15th 2006. Moreover, together with their registration form, all candidates should send:

a motivation lettre,
a recent passport photo,
a short CV (maximum 2 pages) and a 5 line sum-up of their CV,
copies of their university diplomas,
two reference letters.

Remote training. The training will take place from March 12th to April 16th 2007, via the website of the Summer University's: http://www.aidh.org/uedh. Knowledge assessment date: April 16th 2007. Results and confirmation of registration to Units II et III : April 20th 2007.

Course organised in Geneva
Programme in Geneva of the Specialisation Programme: from June 25th to July 6th 2007.

Practical details regarding the training in Geneva will be sent to participants prior to the session.

Financial conditions. Specialisation Programme. Course fees: CHF 2,500.00 or 2,000.00 USD.

A down payment of 500 CHF or 400 USD should reach the Collège universitaire / Summer University on human rights at the latest on March 12th.

Travel and accommodation. Travelling expenses and expenses related to the stay in Geneva are incumbent on the participants themselves. Calculate about 380 CHF per week to cover the expenses of your stay in Geneva (lodging, boarding and public transport).

Important legal requirement: all participants must have a health and accident insurance coverage for their stay abroad.

Scholarships. The Henry Dunant University College does not give any scholarship. Candidates must find scholarships for their course and/or travel and stay by themselves.
